Law versus kidnappers

They seem to view Kidnappings, more than Drugs, to be a dangerous criminal plague threatening national security as well as creating discontent and beleaguering the citizens.
Short of returning to the death penalty, which the Greens want...The author states, "The Chamber of Deputies, and not the Senate, should have had the first say on the anti-kidnapping Law debate,..it is refreshing to witness that at long last, political parties agree on an issue: giving kidnappers their due!"
Again more emphasis on kidnappings than drugs. Seems like..kidnapping is criminal whereas the drug cartel business is something else..maybe a way of life and economic system which has a "Trickle UP" effect..or what?
