Cabo is not in Baja California. The article refers to a special police force which would provide service in the tourist corridor between Tijuana and Ensenada. It is somewhat of a mixed message though. On the one hand, officials claim that tourists are not targeted for crime and it is safe for them to come down and spend their money. On the other hand, the plan is to devote a corps of up to 350 bilingual officers to concentrate on the area of the sixty mile toll road where less crime occurs than in the outlying colonias. It is all just window dressing IMHO.

I think it is very smart and friendly move to try to retain US tourists and investors. Bilingual police officers is a generous move. There is real fear of kidnapping and hijacking int the big lonely stretches of territory between the towns and villages. IMHO
